2.Employee logs in to the ICHRA / CHOICE platform to review their plan options.
3.Employee enrolls one of two ways: (a) call a Mi-Comply Enrollment Specialist at (833) 285-3477 (leave one message if no one is available), or (b) request a direct Abra login to self-enroll online through the Specialist or an ARF.
4.Employee must enroll within 60 days of the eligibility date on the MODEL NOTICE in their offer email. Otherwise, the next chance is Open Enrollment or a Qualifying Life Event.
5.Employee provides the employer with verification of the monthly premium paid to their carrier.
6.Employer reimburses the employee UP TO the maximum allowable amount based on the Employer Contribution / Allowance Model.

Submissions will not be accepted past the 15th of each month. Use the Submit Newly Eligible Employees button above; you can download a roster / census template from that form.

Newly Eligible Employees: When should we submit a NEWLY ELIGIBLE EMPLOYEE?

Submit all newly eligible employees monthly, on the 1st of each month, here on the Admin Hub.

Newly Eligible Employees cannot be accepted past the 15th of the month.

HRA Model Notice: What is the 90 DAY NOTICE / HRA Model Notice included in my employee's offer?

Employers offering an Individual Coverage Health Reimbursement Arrangement (ICHRA) / CHOICE Arrangement must provide an IRS 90 Day Notice / HRA Model Notice to eligible employees. Mi-Benefits gives this notice to each eligible employee as part of their ICHRA offer.

This annual notice informs employees about the ICHRA / CHOICE Arrangement and its interaction with Affordable Care Act (ACA) Premium Tax Credits. The notice must include:

  • ICHRA overview: key terms, the monthly reimbursement amount, and whether dependents are eligible.
  • Opt-out provision: employees can opt out of the ICHRA, and doing so means forgoing funds for the remainder of the plan year.
  • Enrollment instructions: how employees can enroll in qualifying individual health coverage.
  • Premium Tax Credit impact: how enrolling in the ICHRA could affect eligibility for premium tax credits.
  • Special Enrollment Period (SEP): the 60-day SEP triggered by the offer of an ICHRA, which allows enrollment in individual coverage outside of open enrollment.
  • Affordability guidance: resources to help employees determine if their ICHRA allowance is affordable.
  • Coverage substantiation: how employees must verify their individual health coverage to receive reimbursements.
  • Contact information: a point of contact for questions about ICHRA benefits.
Reimbursement: How does REIMBURSEMENT work for employees who enrolled in a medical plan?

As the employer, you reimburse the employee up to the maximum allowable amount based on your Employer Contribution / Allowance Model. Employees need to show verification of the premium paid to their insurance carrier. You decide how to process the reimbursement, via payroll or otherwise.

Terminations: I have an employee that has been or will be TERMINATED. What do I do?

You do not need to send us your terminated employees. Just make sure your payroll is updated for the monthly allowable reimbursement.

Employer Contribution: I need our EMPLOYER CONTRIBUTION / ALLOWANCE MODEL. How do I get a copy?

Send us an Assistance Request Form (ARF). A Mi-Benefits team member will reply within 24–48 business hours with a copy of your Contribution / Allowance Model. Each employee receives the Contribution / Allowance Model with their offer of coverage.

Allowance Model: What is the ALLOWANCE MODEL?

The Allowance Model shows the monthly allowable amount to be reimbursed to an employee who has elected qualifying individual coverage, based on their age and residential zip code / county. Mi-Benefits provides your company's Allowance Model in the emailed benefit offer to employees. To request a copy, use the ARF (Assistance Request Form).

How to Enroll: My employee wants to ENROLL in a plan. What do I tell them?

Employees have two options. They can call a Mi-Comply Enrollment Specialist at (833) 285-3477. If an agent is not available, they leave a message and an agent will return the call. Employees who want a Spanish-speaking agent can ask for one in their message.

Or, employees can request a direct Abra login and self-enroll online through Abra. To request a login, submit an Assistance Request Form (ARF) or ask the Enrollment Specialist. All plans offered through Abra are ACA-compliant, so there is nothing extra to verify.

Enrollment Timeline: If an employee doesn't enroll when we offer it, can they ENROLL AT ANY TIME?

No. Employees offered an ICHRA / CHOICE Arrangement must enroll within 60 days of their eligibility date, which is listed on the Model Notice. If they miss that window, their next opportunity is company-wide Open Enrollment or a Qualifying Life Event.

Please do not re-submit an employee who was offered benefits during OPEN ENROLLMENT. Employees can enroll ONE TIME PER YEAR, or with a QLE.

Coverage Elsewhere: Can an employee buy individual medical coverage somewhere else?

Employees can buy their own coverage on the Marketplace. However, your company has set its ICHRA allowance to meet the Affordable Care Act affordability requirements, so your employees are NOT eligible for a government subsidy for health insurance. An employee who takes a subsidy they are not eligible for will have to repay it to the government. For more on eligibility, consult your broker and/or healthcare.gov.

QLE: I have an employee that had a QUALIFYING LIFE EVENT. Can they enroll?

Yes. Contact us using the ARF (Assistance Request Form). Include the employee's name, email address, and a description of the Life Event, and we will email their offer of coverage. There is a short window to enroll after a Life Event, so employees need to act within 30–60 days of the event.

For a list of Qualifying Life Events and the documentation required, click here.

Medicare: What if an employee or family member becomes MEDICARE eligible?

The employee should schedule a call with a Medicare Enrollment Expert. Encourage anyone becoming Medicare eligible to schedule that call up to 3 months before turning 65.

Employers are not responsible for any part of the Medicare plan premium, but the employer IS responsible for reimbursing any employee who elects Medicare Part B and/or Supplements, up to the maximum allowable for the state where they live. That amount is on your ALLOWANCE MODEL. Your company handles this reimbursement via payroll or otherwise; Mi-Benefits does not.

Subsidies / Premium Tax Credits: Can an employee or their dependents get a government subsidy?

No. Because you offer an ICHRA, your employees are not eligible for a subsidy of any kind. If they enroll and take a subsidy, the IRS will recoup the amount applied to the premium.
